David Arpold

David is currently working as a Test Automation Engineer. He has 15 years experience in this field. He is a team player and we are excited for him to join Dynanet. In his off hours, he likes to spend time with his family and watch soccer.

Alice Jones

Alice joins Dynanet as a Capital Planner and Financial Analyst, bringing more than 13 years of experience in federal project and program management consulting. Her background includes IT Portfolio Management, leading data quality initiatives aligned with the Technology Business Management framework, and supporting FITARA compliance and governance across the public sector. Alice is well known for her expertise in helping Offices of the Chief Information Officer address complex budget planning, formulation, and execution challenges. Outside of work, Alice enjoys writing music, singing, and playing the piano.

Oscar Carranza

Oscar joins Dynanet as an IT Strategy and Performance Manager supporting the ACF Office of the Chief Information Officer AT3 contract. His career spans over a decade of federal IT Governance, with specialized expertise in Capital Planning and Investment Control, IT Portfolio Management, and compliance with OMB mandates. Oscar most recently served as the Department-wide CPIC Lead for HHS. Outside of work, Oscar enjoys spending time with his wife and daughter and going for long walks with the family dog.

Dave Katz

Dave joins Dynanet as a Project Manager supporting the HHS ACF AT3 Information Technology and Program Support Services contract. He has over 16 years of experience leading complex technological initiatives across fast-paced environments at the Social Security Administration and the Food and Drug Administration. In his free time, Dave enjoys cooking, traveling, and visiting with friends and family.​​

Kelly Latusa

Kelly joins Dynanet as an IT Acquisitions Analyst with more than 35 years of experience in information technology within the federal government. She specializes in IT acquisitions, budget management, and lifecycle project management. Kelly takes pride in fostering strong working relationships with customers and maintaining a collaborative approach. Her broad technical background provides a solid foundation for effectively managing IT acquisitions and budgets. Outside of work, Kelly enjoys spending time with her family, traveling, and watching professional sports.

Casi Alexander

Casi joins Dynanet as an IT Governance/Portfolio Specialist. She brings more than 23 years of experience in IT governance, portfolio management, and strategic planning, with a strong track record of leading enterprise PMO and digital transformation initiatives. Known for building high-performing teams and aligning technology investments to strategic outcomes, Casi is passionate about driving measurable impact and operational excellence. Outside of work, Casi enjoys attending live sporting events and binge-watching movies.

Mia Mercer

Mia joins the Dynanet team as a Sr. IT Business Analyst. As a native Washingtonian, Mia has built her career in public service, driven by a commitment to serving communities and strengthening public institutions. Outside of work, Mia is an avid reader and traveler, always seeking new perspectives and experiences.

Veronica Lomba

Veronica joins Dynanet as a Transformation / Integration Manager with over 24 years of experience in public-sector environments. Her career is defined by a commitment to fiscal integrity, economic sustainability, and regulatory compliance, with specialized expertise in full-cycle budget administration and IT program oversight. Outside of work, Veronica enjoys traveling, crafting, and spending quality time with her family.

Bryan Fender

Bryan joins Dynanet as the Program Manager for the HHS-OIG BPA. He brings extensive experience supporting diverse Federal Civilian clients, including FEMA, NIH, NOAA, HUD, NIST, and the FCC, where he specialized in driving strategic governance, process improvement, and IT modernization. His primary focus is to build upon Dynanet’s strong reputation at HHS OIG and assist in expanding the portfolio. Beyond his professional life, Bryan stays busy with his family, keeping up with his two children and coaching their soccer, baseball, and hockey teams.

Tony Kirilusha

Chief Scientific Officer

Tony Kirilusha brings 15 years of molecular genetics and bioinformatics laboratory experience combined with a decade of leadership at the forefront of federal biomedical research, data science, and advanced technology initiatives to Dynanet’s growing Healthcare practice. He most recently served as Chief Scientific Officer at Credence, where he played a pivotal role in scaling the company’s civilian health portfolio through strategic investments in innovative research programs, advanced data ecosystems, and mission-aligned solutions supporting federal health agencies. This brings a rare combination of deep scientific expertise and technical innovation to Dynanet’s leadership team.
