About the Role:

The Program Manager shall have sufficient experience and knowledge to successfully lead the HQR Application Development Organization (ADO) to success using Scaled Agile Framework (SAFe) development methodology or other CMS approved methodology. 

Roles & Responsibilities:

· Ensuring the timely submission of invoices

· Proven successful experience usings SAFe development methodology

· Leading scrum teams to consistently and accurately estimate story points and workload

· Own product backlog and ensure completion by agreed due date 

· Communicate openly, honestly, and transparently with CMS to resolve issues and remove blockers

· Organize and lead the entire ADO in the most efficient means available to ensure the success of the HQR program

· Deliver a Program Management Review (PMR) after each Program Increment, to include wins as well as lessons learned/opportunities for improvement

· Provide well-trained staff to meet the evolving needs

Required Professional Skills:

  • Strong leadership, communication, and strategic planning skills
  • Deep understanding of Agile methodologies, including SAFe, Scrum, and Kanban
  • Experience managing government contracts and working within CMS IT environments
  • Ability to analyze complex data, manage program budgets, and optimize workflows
  • Expertise in Agile tools such as Jira, Confluence, and SAFe Program Portfolio Management tools

Education/Experience Requirements:

Education:

  • Bachelor's or Master’s degree in Computer Science, Information Technology, Business Administration, or a related field.

Experience:

  • Experience managing large-scale Agile software development programs.
  • Experience leading SAFe Agile transformations in government healthcare IT or CMS-related projects.
  • Strong background in software development lifecycle (SDLC), Agile methodologies, and CMS regulations.
  • Experience working with Agile Release Trains (ARTs), Program Increment (PI) Planning, and Lean Portfolio Management.
  • Demonstrated ability to engage with stakeholders, present program updates, and drive Agile best practices.

Certifications (Preferred but Not Required):

  • SAFe Program Consultant (SPC) or SAFe Agilist (SA) certification
  • Project Management Professional (PMP) or Certified Scrum Master (CSM)
  • ITIL, Lean Six Sigma, or other Agile certifications
