Develop mobile apps and manage back end web services

Client: Food and Drug Administration, Center for Tobacco Products (CTP)


The Tobacco Control Act requires FDA to re-issue regulations restricting the sale and distribution of cigarettes and smokeless tobacco to minors. As such, FDA needed a mobile tool to to carry out inspections of State retailers.


Dynanet developed a mobile app that operates both online and offline, enabling remote workers to sync with a back-end web service to send and receive inspection assignments. Our solution had data entry forms for standard survey questions, performed edit checks on the entries, and scanned barcodes of inspected products.


CTP distributed about one hundred iPhones in late 2010 with the app installed and is now awarding contracts to States and contractors to perform the inspections using the app. During user acceptance testing and post-distribution testing in the field, our mobile app proved itself as an effective tool for completing undercover buys and inspections to directly support CTP's enforcement mission.
