Design use cases that will both improve patient care, lower overall cost of care, and demonstrate an integrated health care system

Pennsylvania had multiple regional HIEs and wanted to establish a series of centralized services and technologies to allow cross-HIE communication to occur, as well as connection to the Nationwide Health Information Network (NwHIN).


Dynanet developed technical requirements for the participant procurements and certification frameworks that included standards based exchange (i.e. HL7), credentialing and authentication (PKI). We also created strategic and operational plans (including master patient index, document registry, and record locator service) with formal endorsement by over 30 stakeholder organizations, and acceptance by the Office of the National Coordinator for Health Information Technology.


Completed successful pilot of ONC DIRECT protocol for point-to-point secure health information exchange, creation of certification program for Health Information Service Providers, and roll-out with more than 1,500 providers enrolled in the first three months. Dynanet will also be providing technical resources to achieve the goals laid out by the planning process.
